INTRODUCTION

The Carnival Village Trust (“CVT”) is a registered charity and London’s Development Agency for Carnival funded by the Arts Council England (“ACE”) and the Royal Borough of Kensington & Chelsea (“RBKC”) to develop and showcase Carnival Arts.

The Notting Hill Carnival (“the Carnival”) is the largest celebration of Caribbean culture in Europe, visited by over a million Londoners, visitors and tourists each year and making a significant contribution to London’s economy and its status as a culturally diverse global city.

CVT has been funded to develop and manage a safe, sustainable and spectacular Notting Hill Carnival in 2018 and wishes to make this Carnival an exemplar of artistic excellence and community engagement by aiming to:

PROTECT AND PROMOTE THE HERITAGE OF THE CARNIVAL;

MAKE PERFORMERS, ARTISTS, AUDIENCES AND COMMUNITIES OF INTEREST INTEGRAL TO THE PLANNING, MANAGEMENT AND DELIVERY; AND

PRIORITISE PERFORMANCE, PARTICIPATION AND INCLUSIVITY.

CVT has set up a wholly-owned subsidiary Notting Hill Carnival Ltd (“NHC”) to manage Carnival in 2018

TERMS AND CONDITIONS

These terms and conditions are an agreement between NHC and any individual or performing group wanting to participate in the Carnival and related events and who share these aims.

DOCUMENT TERMS OF REFERENCE

“Agreement” refers to this Participation Agreement and any associated documents. “Carnival” refers to the Notting Hill Carnival 2018.

“Footprint” refers to the area in which the Carnival takes place including the Parade route and all roads within the area.

“We/Us/Our” refers to Notting Hill Carnival Ltd.
“You/Your” refers to the individual or organisation entering into this agreement.


CODE OF CONDUCT FOR DUTTY MAS BANDS

1.1.
Dutty Mas must only be performed on Sunday.

1.2.
As part of the terms of conditions for individual participants, bands must ensure that participants are aware of their individual liability for their conduct which must explicitly include liability for damage done to property.

1.3.
Dutty mas bands, although within the footprint by their required entry time, are not permitted to enter the route until instructed to do so by a NHCL representative.

1.4.
Risk assessments for Fun Mas bands must include details of named individuals who
will be responsible for participant conduct. The ratio between staff and masqueraders should be no less than 1:18 and must be declared at the point of band registration. This will be audited.

1.5.
All bands must start on Ladbroke Grove.

1.6.
Masqueraders are not to throw paint, powder, chocolate or mud on any property, members of the public, judges, children, police or people who are not part the band.

1.7.
Bands must only use nontoxic water based paint (Ready Mixed School Paint), powder (branded), chocolate (non-oil based) or mud. The suggested paint mix is 1 part paint to 1 Part water.

1.8.
No products containing nuts may be used

1.9.
Food grade cornstarch powder must be used. Absolutely no talcum powder or any other non-specialist substance.

1.10.
No oil, oil based or nut based products are to be used.

1.11.
All bands must move off by their designated starting point when instructed. If not they won’t be allowed on the route.

1.12.
Strictly No paint, powder, chocolate & mud to be used at the judging zones.

1.13.
Any band that does not adhere to the above rules may be removed from the route and will not be allowed to take part in the following year’s Carnival.

2. DECLARATION

2.1.
I have read, understand and agree to abide by these terms and conditions of participation.

2.2.
I hereby agree to abide by all the terms and conditions outlined and described and understand that failure to comply may lead to revocation of my organisations privilege to participate in the Notting Hill Carnival and may revoke all permits that have been extended to me.

2.3.
I am the authorised representative of my organisation.
